Parque das Nações is the easiest part of Lisbon for a dog, and it comes down to one thing: it is flat, with kilometres of uninterrupted riverside walkway.

Passeio ribeirinho do Tejo
Kilometres of flat, wide riverside walkway. The best place in the city for a dog that needs distance without hills.
Jardim Garcia de Orta
Grass and shade right beside the water.
Jardim do Cabeço das Rolas
Further up and much quieter than the riverfront.
The ground
Very wide walkways, even paving and no slippery cobbles. The trade-off is little shade and a lot of wind — in summer we walk early, and in winter it is the most exposed part of the city.
