Oeiras is the most underrated part of the coast if you have a dog. It has the flat seafront of Cascais without the crowds of Cascais, and a lot of well-kept municipal green space.

Parque dos Poetas
Plenty of open lawn and little shade: better outside the hottest hours.
The ground
Flat along the sea, with short climbs inland. The Parque dos Poetas is enormous but has little shade — in summer it is an early-morning or late-afternoon place, not a midday one.
