Estrela is the neighbourhood we recommend to anyone with a nervous dog who lives centrally. The Jardim da Estrela is big enough that there is always a path with nobody else on it.

One of Lisbon's best gardens for dogs: large, deeply shaded, with paths wide enough for a long line.
Jardim Guerra Junqueiro
Small and quiet, right alongside. Fine for a short midday outing.
The ground
There is a serious climb between the lower streets and the basilica, and the cobbles get slippery in the rain. With older or short-legged dogs we run the route in reverse, downhill, and skip the climb entirely.
